A PDF becomes read-only in one of three ways:
- Password-protected editing restrictions. The document creator set an owner password that blocks annotation and form-filling. The file opens normally for reading, but your signature — treated as an edit — is blocked.
- Flattened or scanned documents. If a form was filled and then flattened, or if the original was scanned to PDF, there are no interactive fields. Most viewers that expect click-to-sign fields find nothing to work with.
- Viewer limitations. Some PDF apps — built-in browser viewers, mobile Preview, and older desktop readers — can display a document but don't support adding content at all. The PDF might not be restricted; the viewer just can't sign.
